Jib Halyard Sheave Fastening

I finally got the mast for #223 re-cleared and I'm now re-assembling it.  Unfortunately, it's been so long since I broke it down that I don't recall how the jib halyard sheave was fastened.  The self-tapper is obvious.  But how should I through-bolt the loaded side?  Screw head out?  Screw head inside?  Where should the washer(s) go?  Can I assume that no backing plate is required since it's in a reinforced section of the mast?  I'd appreciate any input, including any pointers regarding the methods for getting it done inside the tube.  Thank you.

Might be time to think about the 2:1 jib halyard update while you are putting things back together.  You could add the stud without increasing the purchase; had to do this down in Sarasota 2-3 years ago as we kept ripping the spinnaker sheave out of the mast, but the technique was the same.  Remember to use some Tef-gel or something similar between the stainless steel bolt and the carbon mast.
