This decision just in from the J24 worlds in Rochester.

It basicly sets the precedent that if you use a "love tap" to prove you had leeward rights over a windward boat (rule 11), that even if no damage was caused then you break rule 14 and thus rule 2.
Prior to this you would typically not be penalized for rule 14 if there was no damage. I think that many Viper owners will actually support this ruling that you should not use love taps to prove rights. At all costs the ROW boat should try to avoid a collision.
The irony of a bow to aft stanchion contact on a boat with sail # 69 will not be lost on all.
