Safety line--stupid question?

9.3 A safety line shall be installed in the aft part of the cockpit. The aft safety line shall be a minimum diameter of 4mm (approx. 3/16").


What exactly is this? I can't seem to find it defined anywhere.  Is it a throwout line? or perhaps a line to grab to haul yourself back in over the transom? (Not that my split tail main sheet hasn't served that purpose once or twice...)

The latter.  Ties in straight across the eyestraps on the cockpit floor for the mainsheet tails.
